NADRA Indigenously Enhances Capacity to Verify Voters Fingerprints

The National Database & Registration Authority (NADRA) has indigenously enhanced its capacity to verify voters’ biometric fingerprints from 100 per day to 100,000 per day.

NADRA Chairman Tariq Malik in a press release issued here on Tuesday said NADRA is all set to carry out fingerprint authentication through its Automated Fingerprint Identification System (AFIS) in a bid to assist Election Tribunals. The tribunals are established by Election Commission of Pakistan which will hear and decide election petitions in post-general election 2013 scenario, he added.

Malik said, “Initially, NADRA had capacity of matching only 100 fingerprints per day. The capacity has now been indigenous upgraded to 100,000 fingerprints matching per day in the light of expected workload from Election Tribunals.

Such thousand-fold increase in daily output has been achieved through in-house software development by NADRA’s own engineers. NADRA has used its own internal resources without any financial assistance from Election Commission of Pakistan or Government of Pakistan. However, NADRA is not purchasing any software upgrade from any company due to this success.”

The Election Commission has already set up fourteen election tribunals countrywide. The tribunals under Representation of Peoples Act (RPA) 1976 are empowered to refer cases to NADRA for verifying the thumb impressions regarding votes cast in subject constituencies in case detailed inquiry is ordered.

The NADRA chairman maintained that through this service NADRA would be able to assist election tribunals in three ways. First, it would identify the number of votes which were cast by respective identity. Secondly, it would identify the number of votes which were cast by someone else instead of voter him/herself. Thirdly, it would help in identifying the individuals who cast bogus votes. Further he said the nature of sensitivity of evidence called for NADRA to evolve a chain of custody methodology to handle electoral rolls used in general elections 2013. “Meanwhile NADRA is preparing a code of conduct for public representatives and media persons along with its own employees working on the project. These guidelines will be issued after approval from Election Tribunals which aim at ensuring and maintaining political impartiality across the board. NADRA will start its work of fingerprint matching once directions from Election Tribunals are received and access to electoral rolls is granted,” he added.
NADRA Establishes Special Cell to Respond in Time of Disaster & Crisis

The National Database and Registration Authority (NADRA) has formed a special cell to continuously coordinate with all provincial disaster management authorities and the cabinet division to immediately respond to an emergency in the shortest possible time.

According to a NADRA press release issued here, NADRA’s chairman Tariq Malik said that with over 534 registration centres, 236 registration vehicles, 74 semi-mobile registration units and over 200 special centres manned by trained staff, NADRA was now fully prepared to immediately respond to the government’s call in an hour of need.
NADRA has been continuously supporting the government in conducting relief and rehabilitation activities for the past seven years.
Since 2005, the organisation has utilised its own resources and used latest technology in executing various successful cash transfer programmes of the government which include Citizen Damage Compensation Programme (Support for 1.7 million flood-affected families in Phase I and for estimated 1.2 million households in Phase II), Basic Income Support Programme (BISP) for IDPs (support for over 316,000 IDPs of Swat and Malakand), Pakistan Card (support to over 1.2 million rain/flood-affected families of Sindh), IDP Project (support to over 378,000 Internally Displaced Population of Swat/Malakand and 42,000 IDPs of South Waziristan) and Hunza IDP Project (support of Rs600,000 to 457 affected families of Attabad Lake).
Mr Malik said that transparency in cash transfer programme in any social development sector among beneficiaries of any kind of disaster was the most difficult challenge which NADRA had met successfully.
For past seven years, he said, the dedication and high standards set by NADRA had not only resulted in successful identification, registration through biometric verification of over 8.2 million beneficiaries for various support initiatives of the government, but also aided in transparent disbursement of over Rs120 billion in the shortest possible time, he said.
“These achievements have not only gained international recognition for the best use of technology in achieving transparency but have also been adopted by international donor agencies, including the World Bank, as the best case studies for cash transfer programmes for replication throughout the world,” the NADRA chairman said

NADRA all set to issue Smart Cards for Children

The National Registration and Database Authority (Nadra) are all set to issue the same smart card for children under the age of 18, after launch of Chip based Smart National Identity Card (SNIC) for Adult population of Pakistan, Nadra said.

The chip-based card will be distinguished from CRC as it will become an ‘entitlement document’ with multiple facilities. The launch of this state-of-the-art Smart Identity Card is to extend an experience of Hi-Tech security solution for the protection of juveniles’ identity.

Meanwhile, Nadra Chairman Tariq Malik said the chip-based Smart Identity Card for the children will offer multi-dimensional usage and services, health, educational, social and financial inclusion programmes. The new card for children shall be capable of holding applications and data from the health, education and social sector such as vaccination records, academic records and polio registrations, he added.

Malik said the introduction of a Smart Identity Card will be beneficial for both the citizens and the Government of Pakistan not only as an identity document but also as a medium of storing data from the health, education and social sector on the chip.

He said the card will be clearly marked as invalid for under-18 till the child’s date of 18th birthday and shall incorporate all features of a Smart NIC for citizens including photograph, name, father’s name, date of birth and address. Biometrics shall be captured for children over the age of 15 as per the specified accepted age of juvenile biometrics for the Automated Fingerprint Identification System (AFIS). Such Child Smart Card carrying biometric data shall be valid beyond the age of 18 as Smart NICs also.

Malik said that like smart identity card this card will also be the safest and most secure card because it cannot be replicated or forged. He said a chip will be fitted into the card which helps the government to provide all out facilities like health and education record, life insurance and financial assistance in case of calamity to this specific segment of society.

Nadra currently issues Child Registration Certificate (CRC) for registration of children under the age of 18. CRC is printed on A4 sized secure paper holding the child’s name, gender and date of birth.

There is no picture of the child on the CRC. However, the new Smart Card will carry child’s picture with biometric record. This card is not mandatory. CRC (B-Form) shall remain valid and NADRA shall continue to issue the same as per registration policy in vogue.
